
About the Event
The Resilience Agenda: National Policy Dialogue on Climate and Disaster Resilience will be held on 29 October 2025 at Hilton Manila, Newport World Resorts.
Organized by the Department of Finance (DOF) and the Department of the Interior and Local Government (DILG), with support from the Agence Française de Développement (AFD) and the European Union, this high-level dialogue will convene government leaders, development partners, policymakers, civil society, and private sector representatives to strengthen collaboration on disaster risk reduction and climate resilience.
The event will feature plenary and thematic sessions on risk-informed planning, local resilience solutions, innovative financing, and inclusive approaches to early warning systems. It will also host the Resilience Marketplace, showcasing cutting-edge tools and solutions for climate and disaster risk management.
Through this dialogue, stakeholders aim to identify policy gaps, foster partnerships, and advance inclusive and sustainable development — culminating in the signing of the Manila Manifesto for Resilience, a shared commitment to building a safer and more climate-resilient future for the Philippines.
